This is the VOA Special English Education Report, from voaspecialenglish.com The Obama administration says American schools should produce students who are “college and career ready.” What is the best way to do that? The National Center on Education and the Economy has some ideas. The center will be working with eight states on a project to test board examination systems. Students who volunteer will take board examination classes similar to those found in other parts of the world. Once they pass the exams, they can leave high school as early as the end of the second year. Marc Tucker is president of this nonprofit organization. He says the aim is to make sure students finish high school with enough skills to succeed in at least a two-year college. He says In the United States, one is expected to go to high school for four years and you get a diploma just for showing up or attending. It doesn’t particularly attest to any level of accomplishment. What we’re trying to do here is to change the system in the United States from one that is based on the time that is spent in the seat to one that is based on your actual accomplishments.” The state projects will start as early as September of two thousand eleven. They will involve ten to twenty high schools in each of eight states. The states include Connecticut, Kentucky, Maine and New Hampshire. Research in the nineteen sixties found the opposite. So which is it? Researchers presented their newest studies in February at a meeting of the American Association for the Advancement of Science. The latest evidence shows that being bilingual does not necessarily make people smarter. But researcher Ellen Bialystok says it probably does make you better at certain skills. She says: “Imagine driving down the highway. There are many things that could capture your attention and you really need to be able to monitor all of them. Why would bilingualism make you any better at that?”And the answer, she says, is that bilingual people are often better at controlling their attention — a function called the executive control system. She says it is possibly the most important cognitive system we have. It is where all of our decisions about what to attend to, what to ignore and what to process are made.Ms. Bialystok is a psychology professor at York University in Toronto, Canada. Japan’s Meteorological Agency released its first tsunami warnings just three minutes later. The country has one of the best earthquake early warning systems in the world. There are more than four thousand Seismic Intensity Meters in place throughout Japan to measure earthquake activity. These meters provide information within two minutes of an earthquake happening. Information about the strength and the center of the earthquake can be learned within three minutes. Costas Synolakis is a tsunami expert with the Department of Civil and Environmental Engineering at the University of Southern California in Los Angeles. He said Japan is one of the most well-prepared countries on Earth in terms of tsunami warning. He said: “They had a warning. I think what went wrong is that they had not anticipated the size of this event.”He said there are two reasons for this. Japan has not had any event anywhere near as big as this one in the last one hundred fifty years. And scientists had not expected such a large earthquake happening off the coast of Japan.The nine point zero magnitude earthquake was the fourth most powerful earthquake ever recorded worldwide.
