I work with a large publisher and instead of going the traditional route of hiring a developer to build a web site we are thinking about sponsoring a contest where the winning site design would be paid $$. Any ideas of where to launch this contest? BTW -the site would have to have Web 2.0 tools, CMS, and be open sourced.

Nice level of maturity in the last answer… thank goodness people are willing to be sarcastic it is so encouraging. I guess that is why you are on this service, since there is an apparent lack of anything else for you to do…
That said, I think this is an innovative thought, most companies get bogged down by assuming their own expertise. In this case you are willing to take a chance that others might know or being willing to contribute more.
I would suggest Druple as a starting point, it is a good open source tool and has an active community.
Wow you sound _really_ professional… most companies go for the boring old "interview" technique but your company holds a competition… do you hold a raffle to see who gets a payrise? How about a lottery to decide who is going to get promoted? Heck, why not just put all the names of the applicants into a hat… your employees must just love your modus operandi…
